Doutor em Educação pela Universidade Federal do Rio de Janeiro (UFRJ), com pós-doutorado em Sociologia na École des Hautes Études en Siences Sociales (EHESS), França, é professor titular emérito da Universidade Federal de Goiás (UFG) e diretor de intercâmbio institucional da Associação Nacional de Política e Administração da Educação (Anpae).

Doutor em Políticas Públicas e Formação Humana pela Universidade Estadual do Rio de Janeiro (Uerj), é professor adjunto da Faculdade de Educação e da Faculdade de Formação de Professores dessa universidade. Membro do corpo docente do Programa de Pós-Graduação em Políticas Públicas e Formação Humana (PPFH) da Uerj, e do Programa de Pós-Graduação em Educação da Universidade Católica de Petrópolis (UCP).
